Kabul: Four-Day Preparedness for Effective Response (PER) Findings Analysis and Validation Session Concludes

The ARCS successfully concluded a four-day Preparedness for Effective Response (PER) Findings Analysis and Validation Workshop following comprehensive discussions and deliberations.

The final session was attended by Sheikh-ul-Hadith Shahabuddin Delawar, General President of the ARCS, Under-Secretary Generals, directors from ARCS central headquarters, regional offices, and provincial branches, Hossam Faysal, Head of the IFRC Delegation in Afghanistan, as well as representatives of the ICRC, the Turkish Red Crescent, the Danish Red Cross, the Norwegian Red Cross, the British Red Cross, and the German Red Cross.

Mr. Delawar expressed his appreciation for the successful completion of the workshop and thanked the headquarters, regional offices, provincial branches, and international partners for their cooperation and active participation. He noted that although the workshop was held over a limited period, the exchange of experiences and ideas among participants would contribute to strengthening the Society’s operational capacity.

He further stated that the findings from 37 technical components of preparedness for effective response were reviewed during the workshop. Through joint discussions, participants identified ten key priorities, which will be incorporated into the Society’s future preparedness planning.

The President also encouraged officials from the headquarters, regional offices, and provincial branches to share the knowledge and lessons gained during the workshop with their colleagues and apply them in their daily work. He emphasized that the ARCS serves as a vital source of support for families without guardians, people in need, persons with disabilities, and patients, stressing that humanitarian services must always be delivered with sincerity, integrity, and a strong sense of responsibility.

Mr. Hossam Faysal congratulated on the successful completion of the workshop, noting that the technical process laid an important foundation for improving and strengthening Society’s operational affairs. He said that representatives from the regional offices and provincial branches shared the challenges and needs they face in the field, leading to productive discussions on practical solutions.

He further stated that the workshop helped clearly define the priorities of the ARCS for disaster preparedness while enabling partners to identify areas requiring sustained support. He emphasized that the IFRC will align its assistance with the agreed priorities and continue its efforts to mobilize additional resources. He also noted that the workshop report and action plan will be submitted to the leadership of the ARCS for approval, after which they will serve as the basis for implementation.

Mawlawi Rohullah Abdul Salam, Under-Secretary General for Operational Affairs, stated that the workshop clearly identified existing gaps and opportunities for improvement in the ARCS emergency preparedness, while creating a platform for developing practical solutions through collaborative engagement.

He added that, following the assessment of 37 technical components, the ten priority areas identified during the workshop will play a significant role in strengthening transparency, accountability, and operational capacity. He also called on the Society’s partners to continue supporting the implementation of these priorities.

The outcomes of the workshop are expected to serve as the foundation for a practical action plan aimed at enhancing the preparedness of the ARCS for emergencies, strengthening its operational capacity, and improving the delivery and management of humanitarian services.
