Kabul: Four-Day Preparedness for Effective Response (PER) Findings Analysis and Validation Session Begins

The ARCS launched a four-day Preparedness for Effective Response (PER) Findings Analysis and Validation Session in Kabul.

The session was attended by ARCS Vice President Hafiz Azizur Rahman, Under-Secretary Generals, senior advisers, Hossam Faysal, Head of the IFRC Delegation in Afghanistan, representatives of the ICRC, the Turkish Red Crescent, the Danish Red Cross, the Norwegian Red Cross, the British Red Cross, and the German Red Cross, as well as directors from ARCS central headquarters, seven regional offices, and several provincial branches.

At the opening session, Mr. Azizur Rahman welcomed the participants and emphasized the importance of technical and coordination meetings in strengthening disaster preparedness. He noted that such gatherings provide an opportunity for representatives from different provinces to exchange experiences, discuss operational challenges, assess existing gaps, and jointly identify practical solutions to enhance preparedness for effective emergency response.

He further stated that professional training and staff capacity development are fundamental to disaster preparedness. Skilled and well-trained personnel, he said, play a vital role in reducing risks and ensuring the timely and effective delivery of humanitarian assistance during emergencies.

He also highlighted that effective preparedness helps prevent confusion during disaster response, improves the speed and quality of humanitarian services, and strengthens the confidence and trust of affected communities.

The Head of the IFRC Delegation in Afghanistan stated that the PER assessment is more than a technical exercise; it is an essential management tool that enables ARCS to organize its resources more effectively, clarify responsibilities, and establish a structured framework for monitoring and evaluating its operations.

He emphasized that the IFRC remains committed to further strengthening ARCS’s preparedness and emergency response capacities, ensuring that humanitarian assistance is mobilized in a coordinated, transparent, and efficient way and reaches people in need without delay.

The session is scheduled to continue for four days. During this period, participants will review the findings across the 37 technical components of the PER assessment, identify priority areas, analyze existing gaps and needs, and finalize a practical action plan to further strengthen ARCS’s preparedness for effective emergency response.
